Regional and intra-BiH exchanges are regarded as the most valued elements of this programme. The programme exchange component was designed to enable each candidate to spend one week in a host institution in another Western Balkan country, followed by a two-week exchange programme within BiH. Although the visits had to be adapted to the current pandemic circumstances, networking opportunities across different administrative levels in Bosnia and Herzegovina and across the Western Balkans region were not missing. In the period April-June 2021, the EU Scheme participants had the opportunity to build their capacities and exchange expertise and best practices with their counterparts in the Western Balkans and among themselves.
Mobility and exchange of young civil servants between different levels of governments create a more collaborative environment, encourage competitiveness and professionalism within the civil services, and represent a unique opportunity for networking and strengthening regional and intra-BiH cooperation.
